Senior Officer - Procurement

Position Summary
The primary function of Senior Officer is to transform procurement data into actionable insights that support strategic sourcing, compliance, and operational efficiency. This role requires a deep understanding of the end-to-end sourcing flow and the ability to identify sourcing categories, monitor buyer and supplier performance, and detect irregularities in bidding and cost reporting. The incumbent will consolidate data from multiple systems, develop dashboards, and support decision-making through advanced analytics skill. Knowledge of Power BI, Tableau, VBA, Python and SQL is advanced. The role also includes coaching junior staff, streamlining processes, and supporting the Manager in daily operations.
Primary Responsibility
- Data Collection & Consolidation: Collect procurement data from multiple systems and consolidate it into a centralized master list. Ensure data accuracy, completeness, and consistency through advanced Excel techniques including nested formulas, Power Query, pivot tables.
- Sourcing Flow & Category Analysis: Understand and analyze the full sourcing lifecycle: sourcing, RFQ, tendering, supplier negotiation, bid analysis, contract/agreement, Purchase Order/Work Order issuance, receiving, invoicing, and payment. Accurately determine and classify sourcing categories to support strategic procurement planning.
- Cost Monitoring & Risk Detection: Identify and validate cost savings, cost avoidance, and cost increases. Develop automated alerts to flag suspicious reporting or inconsistencies in cost data. Investigate anomalies in competitive bidding behavior and escalate potential compliance risks.
- Performance Evaluation: Analyze sourcing performance KPIs for buyers and supplier performance metrics such as delivery reliability, pricing trends, and quality. Evaluate the use of preferred suppliers and sole source arrangements to ensure alignment with procurement policies.
- Market Research & Price Trend Analysis: Conduct market research to monitor price trends and benchmark procurement costs. Use findings to assess the competitiveness of awarded bids and support strategic sourcing decisions.
- Dashboard & Reporting Development: Design and maintain interactive dashboards using Power BI or Tableau. Prepare reports and visualizations for management and committee meetings, offering strategic insights and highlighting key procurement metrics.
- Data Governance & Quality Assurance: Monitor data input by buyers to detect missing fields, unusually high amounts, or inconsistent entries. Implement validation rules and quality checks to ensure data integrity and compliance.
- Process Improvement & Automation: Apply data mining and analytics to streamline procurement reporting and decision-making processes. Identify opportunities for automation and efficiency improvements, such as utilization of VBA, Python, SQL, and other tools.
- Team Support & Leadership: Coach and guide junior staff in daily operations, ensuring adherence to best practices and timelines. Monitor team efficiency and actively share the workload of the Procurement Manager to maintain smooth operations.
- Time & Task Management: Prioritize and manage multiple tasks effectively to meet tight deadlines. Maintain structured documentation and reporting schedules to ensure timely delivery of insights and reports.
Requirements
Required Qualifications:
- Education & Experience: Bachelor’s degree in Procurement, Supply Chain Management, Business Analytics, Statistics, or a related field. Minimum 4–6 years of experience in procurement analytics, reporting, or a similar role within a corporate environment.
- Procurement Knowledge: In-depth understanding of the sourcing lifecycle: sourcing, RFQ, tendering, negotiation, bid analysis, contract, PO, receiving, invoicing, and payment. Ability to classify sourcing categories and evaluate sourcing strategies. Knowledge of procurement compliance, competitive bidding analysis, preferred supplier programs, and sole sourcing policies.
- Analytical & Reporting Skills: Advanced proficiency in Excel, including formulas, pivot tables, and Power Query for data transformation and massaging. Strong analytical mindset with the ability to interpret complex data and translate it into actionable insights. Experience in cost analysis, supplier performance evaluation, and sourcing KPI monitoring. Ability to detect suspicious bidding behavior and irregularities in procurement data. Skilled in identifying and validating cost-saving opportunities and reporting anomalies.

Preferred Technical Skills:
-Familiarity with ERP systems such as SAP, Ariba, or Redrock, particularly in procurement modules.

-Experience with Power BI and Tableau for building interactive dashboards and visualizations.
-Strong command of SQL for querying and managing large datasets.
-Working knowledge of Python for data analysis, automation, or integration with reporting tools.
